The internet providers want to limit the download speeds of the internet users who consume lot of bandwidth, so that the not so heavy users can achieve the speeds the internet providers conditionally agree to provide.  This isn’t fair, because people that may be running a business and consuming heavy chunks of data will now suffer reduction in speeds. 

This may result in the business not being able to provide the quality service to its very own customers.  The question is, why should the service of the lawful heavy internet users be degraded so that someone else may achieve a better service?
